Bulgaria will apply for funds for reintegration into the labor market to workers made redundant

Under the chairmanship of Deputy Prime Minister and Finance Minister Simeon Diankov today in the Council of Ministers meet National Council for Tripartite Cooperation.

Social partners discuss four topics – Bulgaria’s proposal to apply for grant funds from the European Fund for adaptation to globalization to finance specific activities for reintegration into the labor market to workers from „Kremikovtzi AD and Port Complex Lom SAD redundant in mass redundancies, the issue of determining the arrangements for the provision of vouchers for training of unemployed and employed under the Operational Program „Human Resources Development 2007-2013; changes in the Ordinance on procedures for granting and withdrawing of work permits to foreigners in our country, and changes in the Decree № 72 of 1994 establishing the legal interest on delayed payments in BGN and foreign currency.

The first two documents were approved by the NSTS. Ordinance on procedures for granting or withdrawal of work permits to foreigners in Bulgaria will be refined and re-submitted for consideration by partners and prevailed in the last paragraph of the opinion that now is not the appropriate time for implementation so that it does not yet be discussed soon in any formats.

Firstly, the social partners agreed to prepared by the Ministry of Labor and Social Policy, an application for funding from the European Globalization Adjustment Fund (EGF). The aim is to reintegrate into the labor market to workers made redundant by Kremikovtzi AD and the Port of Lom SAD by providing motivational training for 1000 persons; upgrade or acquire new skills and competencies; internship for 6 months at less than 50% of subjects successfully completed the training, supported employment for persons with disabilities for a period of 9 months in the private sector grants to start their own business of 230 persons and external consulting services for this and provide funds for transportation costs for submission to the employer of 270 persons. The total costs for implementation of planned activities amounted to EUR 5 066 410, of which 1 773 244 BGN (35%) provided by Bulgaria and 3 293 167 BGN (65%) – by EGF.

The social partners also approved the draft decree of the Council of Ministers for the provision of vouchers for training of unemployed and employed in Priority Axes 1 and 2 of the OP „Human Resources“. To issue vouchers will be only the Employment Agency as to ensure transparency in the funding of training will create a public register of vouchers submitted. They will be paid for training, directly contributing to the employability of persons – the acquisition of first, second or third degree of professional qualification or qualification of the profession and the acquisition of key competences. Will not provide vouchers for acquiring qualification in vocations in the field of forestry, fisheries and agriculture. Persons who received vouchers for education, will have the right to independently choose the type of training duration and training institution from a list approved by the Employment Agency. It is envisaged that different training to include 109 000 people.
