Features of corruption as a national sport

Corruption culture is present everywhere in Romania, the anti-corruption actions are considered inefficient, and the media talking about this topic only consolidate tolerance on corruption, says Romanian electronic edition Ziare. This data suggests a study commissioned by the European Commission (EC) in seven states and candidate countries for EU.

„In countries like Romania and Bulgaria are accepted that corruption is widespread in all social strata. A similar pattern of perception exist in Greece and Turkey, but there are certain differences.
While the first two countries corruption is perceived as a result of transition from communism and fraudulent privatization deals, in other countries, perceptions of corruption are related to modernization of society, „said Angelos Yanakopulos.
He coordinated the study „Crime and Culture – the understanding of corruption crime prevention, conducted in Bulgaria, Romania, Turkey, Croatia, Greece, Germany and the UK.
„Romania is a special example, because in this case may speak of a generalized culture of corruption. People believe corruption to a normal way to solve problems.
This way of thinking and acting is deeply rooted in a moral stand, concepts and practices of everyday life, „says another Yanakopulos.
Romanians are perceived mafiotski nature of law, which are concentrated in the interests of all social prosloyki: politics, police, judiciary, public administration, business, NGOs, mass media. Similar concepts exist in Bulgaria and Croatia, he added.
Regarding the Romanian politicians in the report indicates that Romania is „corrupt country without corrupt people“ because there are very few convictions for corruption issued.
The report on the country found that in all these groups there is widespread perception that the judicial system rather than being an institution dedicated to the fight against corruption is one of the structures that cause this phenomenon.
Since the top people in power are not punished, bribery has become a „national sport“ in the country, while ware sense of „justified corruption“ to supplement the modest pay or accelerate certain bureaucratic procedures, are also in the report.
Regarding the study of media talking points that the more outrageous the media provide the signals for corruption, the more tolerance is created in society to this phenomenon and media activities are described as „totally unproductive.
The survey was carried out between January 1, 2006 and June 30, 2009
