It should be clear whether these changes will create a new audit of the EC, which will lead to delay action Napier, he said. According to Mutafchiev the agency’s proposed transition from primary to secondary officer will create difficulties in securing funds. Mutafchiev said that the security for which the EC has insisted, to have stable control was imposed by the Parliamentary Committee of the Supervisory Board. He noted that now is expected to cease Parliamentary Committee and Supervisory Board, and offers a one-tier management system. But if we see the functions of Chairman of the Board, the Board itself and the Minister of Regional Development appears that this will be a three-tier structure, said Mutafchiev. Napier on the proposal to pass the authority of the Minister for Regional Development, Mutafchiev argued that when it comes to balanced development of transport infrastructure, the control must be made by the Minister of Transport.
