At its meeting the Government consider short-term economic recovery measures of the Bulgarian economy. This was announced at a press conference Prime Minister and Finance Minister Simeon Diankov, cited by BTA.
The program included and approved yesterday by the National Council for Tripartite Cooperation (NSTS) 32 measures. Total short-term anti-crisis measures are 82 and one week they remain „open“ to suggestions from representatives of parliamentary groups said Diankov. Short-term measures covering 9-month period. For the next period has developed measures that will form the program management office. This program will be presented after several weeks, the minister noted.
Short-term measures are in eight parts. In the „Sustainability of macroeconomic system“ among the measures are maintaining a balanced budget this year, intensifying the work of Bulgaria’s accession to ERM2 mechanism.
My priority is Bulgaria’s entry into the euro zone, is the Diankov.
In the section „Stability of the financial system“ provides for the reduction of inefficient spending in the structures of the state budget by 15 per cent retention of a single VAT rate of 20 percent, providing mutual access to information systems of Customs and Revenue Agency.
The third part of measures related to improving the business environment, the fourth – to mobilize the agrarian production Diankov said.
He added that short-term economic measures are listed in detail the infrastructure projects that will be implemented during this period. Among the major projects minister said the reconstruction and electrification of the railway line Plovdiv-Svilengrad.
The Minister said that for the first time included analysis and infrastructure projects in the field of ecology and the project, which will operate in 9-month period of short-term measures.
The government can not dispose of the Bank, said Deputy Prime Minister, quoted by BGNES. Not propose amendments to legislation to prevent banks to unilaterally change the terms of loans, the minister said. So he answered the proposal of the Tripartite Council of State Intervention on the banks when trying to change these conditions have already signed contracts for credit.
Interest may be reduced a lot if you show a conservative fiscal policy, according to the Minister, as quoted by Focus. If the budget for 2009 is balanced and we can see that month after month for work that will give a positive signal outside, „he said. In his words – that will lead to cheaper financial resources coming from abroad through banks mothers. In recent months it has dropped by 2 percentage points can be reduced by a further 2 to the end of the year, says the financier. According Diankov precisely balancing the budget is the best thing government can do to lower interest rates.
In the real sector is already being felt in the rapid return of VAT, which carries the NRA. Of 620 million nevarnat VAT, we are already at 180 million, reported Diankov.
My opinion that the VAT rate – 20 percent and the flat tax – 10% remain, the minister said. According to Diankov more rapid return of VAT gives a result in the real economy and this will be seen at the end of September. He pointed out that the flat tax has helped to Slovakia was the first Eastern European country, published by the crisis.
The other parts are short-term measures to stimulate employment and social welfare, economic development, knowledge-based, effective management of EU funds.
NSTS yesterday approved 32 measures, which are two-thirds of all the proposals of trade unions and employers’ organizations, said Social Minister Totyu Mladenov. He said that work will continue on other measures for which no consensus was achieved within the NSTS. In each ministry work sector councils for tripartite cooperation involving employers and trade union branch structures, and prepare emergency anti-crisis measures at sector and industry. Work on measures and regional councils for tripartite cooperation, „said Mladenov.
Social Minister announced that next week convened two advisory board – to discuss pension reform and the development prospects of the pension model and the skills of the workforce. According to Minister Mladenov has complete mismatch between supply and demand in the labor market.
Bulgaria needs comprehensive reform, not piecemeal. I gave an example of how the Ministry of Finance to optimize 14%. In response to a question Diankov said that by the end of the year, the state administration will be reduced by 15 percent. Revenue Agency, Customs and Ministry of Interior will work together to combat smuggling and enshrined in the proposals on anti-crisis measures Diankov said in response to a question.
