From Brussels comes a loud alarm

In late September, the European Commission will meet to see which countries do not fulfill their commitments under the EU directives. The meeting will review progress of our country in terms of operational and pre-programs. This Commissioner Meglena Kuneva said, quoted by BTA.
On this occasion, Commissioner Kuneva has met with many ministers in the cabinet over the past two weeks, and spoke by telephone with Prime Minister Boyko Borisov.
I talked with the ministers in the problematic areas in Bulgaria – Justice and Home Affairs, I did meet with ministers in the coordination of passing the spending ministers and those in whose areas there is accumulation of non-compliance directives, she said. Kuneva had attracted their attention to problem areas in their respective sectors.
I gave a very hard alarm, she pointed out. According to Kuneva Bulgaria currently has three fields, which must arrange not to be sanctioned. These are the work of conformity assessment programs to the operational requirements of the EU, building a plant for processing household waste in Sofia and the activity of the two implementing agencies under the PHARE program of the Ministry of Regional Development and Public Works / Works / and the Ministry of Finance / MF /.
If this line of operating programs is not a fact, it’s a bad sign for our administrative capacity and how later the country will be judged on whether we can absorb funds, said Kuneva.
In terms of plant waste, if it is felt that our country does not fulfill its obligations under European directives, the EC may decide to initiate criminal proceedings against Bulgaria before the European Court, said commissioner.
At its meeting in late September may also decide whether to be returned to the accreditation of two agencies in the Works and the Finance Ministry. Without the presence of these agencies, we can not absorb money Kuneva explained. At this stage I do not particularly optimistic that the conformity assessment of operational programs will be positive for us, but the two agencies have not yet been released, ie there is no positive development, but time passes, she said.
Large delegation will leave for Brussels to request a postponement of the EU in connection with the conciliation procedure stopped, reported earlier, Prime Minister Boyko Borisov. He pointed out that the new government must show what is currently and heritage is what I found. The delegation will leave probably 9 or 10 September and there will be a European Commissioner Meglena Kuneva, said Borisov.
