How much of each Bulgarian budget 2010?

Crisis and fears of a contraction of the Bulgarian economy is reflected in the draft Budget 2010. However, underlying costs continue to be disproportionately high for the year in a row and recorded a new record at over 26 billion, however, not all is bad – is removed some tax relief and to intensify the fight against tax evasion.

In terms of budget costs for each taxpayer in the budget has become evident who will be the priority sectors this year and for which functions of state taxpayer will pay the most. The total cost of the state per capita for 2010 is 3 464 Euro, ie it is money that the state will take every Bulgarian and will spend for purposes that are envisaged in the budget. Here is how resources are allocated:
Social security, support and care – 1272 EUR This item noted a significant increase and represents more than 1 / 3 of total costs in 2010. Provided the main means of social policy are again spending on pensions. The problem is that in every new budget those costs are increasing, but not done any real change in the pension system. Much of the costs are included here for policy measures in the labor market. Has become clear that they distort the market and are ineffective in achieving long-term employment.
Economic activities – costs 509 leva agriculture, forestry, hunting and fishing, as well as those of transport and communications are very large proportion of the budget as costs exceed key areas such as education and health. It is normal to ask why these costs are so high and on what basis to form preferences of the government.
Education – 355 leva and in 2010 expenditure on education after almost continuous trend of increase. Although in recent years made some positive reforms, quality of education is still very low. The challenges remain the same: autonomy of universities, more freedom for schools, greater choice to pupils through the money follows the student rule.
Health – 352 leva now noticed a desire for reversal of the status quo and the political will to change the corrupt and inefficient health system. Good start, but must be followed by bold changes, privatization of hospitals and to dismantle the monopoly of health insurance by giving citizens a choice in determining the amount and the fund, where you can bring your insurance.
Defense and Security Committee – 350 EUR This amount is almost equal to the cost allocated to education and health. The main part of it is heading the police, internal order and security. Bulgaria is a record number of police officers and police costs in the entire European Union. The combination of these facts with absolute opacity of the work of the Ministry of Interior and the activities of policing and unsatisfactory results, make disbursement of the funds provided suspect and inflated.
General government services – 247 EUR administration costs show a considerable decline, prompted by plans for cost optimization of the state and reduce the number of clerks. The key here is rapid and efficient introduction of e-government.
Housing, public works, utilities and environmental protection – 228 BGN costs remain high and unnecessarily burden the budget and taxpayers. Curtailing their real and easily enforceable if part of the service using the capacity of the private sector through privatization, concessions, public-private partnership.
Recreational, cultural, religious activities – 64 EUR There is no need to comment on the state media inefficiency, poor management of holidays and sporting facilities, and abuses in the management of state assets.
Expenditure classified in other functions – 88 EUR
Overall, it can be said that the 2010 expenditure budget will be too large without a radical change of structures inefficient and unnecessary activities of the state. Economic growth and overcome the negative effects of the crisis required the introduction of equal rights for all, a reduction of benefits, implementation of real decentralization, moving to system of personal retirement accounts and providing greater choice to citizens. These changes will allow a drastic reduction in costs and workload of the Bulgarian taxpayer. Because he has a right to an effective and economical expenditure of resources.
How much would you pay for each function of the state?
